16) Flandre is so dang overrated it's ridiculous. The Touhou fandom wins the award for the most overrated character hype for the longest amount of time. I believe it has a lot of to do with EoSD nostalgia and McRoll'd, but oh my god, it's ridiculous. Flandre freaking appeared less than Letty, that's how unimportant she is. Other overrated characters would be Cirno, (more EoSD nostalgia), Remilia (she actually deserves a lot of her attention though), Yukari (To be honest she is very interesting and important to the story, but she isn't a God), Mima (The irony about this is despite her overratedness, Yumemi is more popular according to popularity polls), and "maybe" Utsuho.
As far as underrated goes, I would actually say Kaguya. I notice that this character is greatly misunderstood in the west. Many of the people have never read the Tale of the Bamboo Cutter (Tale Kaguya is based on), or even SSiB/CLiR. She gets a lot of undeserved hate. Of course, I don't see this here, but elsewhere... Same can be also said about the Watatsuki's and Eirin (though I notice Eirin is liked a lot more in the west).
Other underrated characters would be Shou, Yumemi, and Meiling (for being an awesome character and being the fandom personality bad chinese goods/slacker)

Since there are a lot of other, possibly better shmups. The thing that really sets touhou apart is the characters, music etc. and the large fanbase. If you literally only care about the gameplay, I'm sure you can find something that is far more entertaining.
