16. There are lots of underrated characters, imo, but based on what I've seen is that Letty and most other stage 1 bosses (Except Tumia, Nazrin, and sort of Minoriko) are underrated. The Prismrivers are too.
Like above, there are many overrated characters too. I find Mokou quite overrated, but idk why.

16) Ahh... overrated? Probably Flan or Yukari. It's not that I dislike them, but rather that I don't understand why they're so much more popular than all the other characters. Underrated...? I... don't know...

As much as it pains me to say it, Flan is overrated.
As for underrated characters, pretty much any PC-98, but for the sake of giving a specific response, I'll say Ellen.

16. Most overrated and underrated character?
Overrated - Mima. I really don't see what's the big deal about her. She's just some evil spirit that Marisa works for and did stuff in HRtP and SoEW. And playable in MS. I'm not sure why she's such a popular character in PC-98.
Underrated - Okazaki Yumemi. She's an 18-year-old college professor from the outside world that seeks to research about magic in Gensokyo. She doesn't even have any powers but uses purely scientific technology to attack with hellish crosses that murder players positively-charged photons and light waves. I didn't even know that positively charged photons were a thing but that's still cool! And yet, people only seem to care about Mima and Shinki (and Yuuka, but she's already in Windows) from the PC-98 characters, neglecting poor Yumemi...

Overrated is most definitely Flan/Yukari.
Underrated is Kokoro and Elly. multiple reasons for the former

Overrated: I kinda wanna say Flandre (although not in a negative "THATS OVERRATED FGT" kind of manner), considering she's probably the most popular character in the series, despite being in only one game at the start and not even having really ANY appearances after. Did Remi forget her, or did ZUN? :<
That said she's also the first bit of contact many people have with Touhou with all the wacky U.N. Owen was Her remixes.
Underrated: Am I allowed to pick really obscure characters? Because Myouren, considering he doesn't even have an entry in Touhoumon.

16. Most overrated and underrated character? Yukari is quite possibly the most overrated character around. Everyone seems to see her as some kind of mastermind but in canon she barely shows it.
