I have a question. How exactly is the theme requirement enforced? Like, is it simply a binary requirement, where only entries that follow the theme to a reasonable extent (as decided by a judge or the organizer, I'm assuming) will be accepted, while the evaluation of accepted entries does not consider the theme at all? Or is the theme actually incorporated into the evaluation process, while all entries are being accepted?
For example, what if I send an entry that doesn't really follow the theme very well. Will there be a possibility that the entry will be outright rejected? If it is accepted, is there a possibility that the judges will penalize the entry for lack of adherence to the theme? Or will the judge evaluation be completely independent of how well the entry follows the theme, as long as the adherence to the theme is at an acceptable level?

To strictly answer your question using your words, it's [where only entries that follow the theme to a reasonable extent (as decided by a judge or the organizer, I'm assuming) will be accepted, while the evaluation of accepted entries does not consider the theme at all?].
To elaborate our point, allow me to quote a judge's comments on this matter:I think the entry should be accepted, provided that it has something to do with the theme. The way one interprets the theme is irrelevent because we're evaluating creativity. However, if it doesn't then it would be pointless to accept it because we'd be opening a precedent to similar situations. People would start disregarding the themes completely. We're in a competition so sticking to the theme is something everyone has to do as we're trying to evaluate people's imaginative power to adapt to a certain prompt.
An entry which does not stick to the theme enough- decided by myself or the organizing panel (consisting of 4 people including 2 judges) when it's harder to evaluate- will be disqualified.
When an entry has been deemed eligible, then in the process of scoring, how strongly it sticks to the theme is not taken into account. On the other hand, we are more interested in how a writer handle their words, how they use their creativity and their entry's uniqueness compared to other entries while being bound to the theme.
So, in the example you gave, there are two case-scenarios that could happen:
1. We reject your entry. You will be informed and may discuss with me about it.
2. You're accepted, with no penalty for sticking lightly to the theme.
To explain for ourselves, the existence of the themes in the first place was so that it would be possible to make sure all entries conform to one same standard- not running wild and doing whatever they want, while exploring how participants may adapt to a certain prompt- as Dani stated. It is not different from how other rules were enforced- maximum word count to make sure people will not submit novels that will take months to read, Touhou elements to stick to our forum's theme, etc.
The organizing panel had worked hard to find out how to handle the themes in one way that will serve our purpose most effectively. We've considered and discarded many possibilities and finally ended up with the way of giving abstract themes we currently have.
If you perhaps may come up with a good suggestion, please do not hesitate to voice it.
