I think DDC had the potential, but carried no weight. LoLK has best plot, but characters are lame. ULiL's pretty decent. EoSD's characters win.
Overall there isn't one I would say is my favourite but each one has its merits.

IN has my favourite characters but DDC has my favourite plot.
Both are my 2 favourite games so nyeah.

Best written is ULiL, without a doubt. HM as second. The writing of the aerial fighters is great. ULiL is better plotwise than HM, but HM gives us one of the most dynamic Touhous ever in the form of Kokoro, which is the main reason I enjoy its writing.
In terms of plot potential, yeah, LoLK wins, but it didn't really deliver as well as HM/ULiL did.
