Both got cut from Soku for being too OP Mokou is an Extra boss and Kaguya is a Stage 6 boss ...Go Mokou Marisa got beaten by Cirno before :P I'll go Kaguya. Kaguya is older, and more versatile than Mokou because of Kaguya's numerous noble phantasms, artifacts. Mokou is relatively unskilled in anything not involving pyromania. |

Hilariously, once Cirno defeats Marisa in GFW, she looks all beat up while Marisa doesn't have a scratch on her. |

And on the topic of stage difficulty, even if you judged it by that, I'd bet Lunatic!Kaguya is way harder than Extra!Mokou.

Even Hard!Kaguya is tougher than Extra!Mokou imo, but mostly because Hourai Jewel is more BS than anything Mokou throws at you. Even Fujiyama Volcano can't compete.
Also, if you compare their Last Words, I find Tree-Ocean of Hourai to be MUCH harder than Phoenix Rebirth.
Outside of gameplay though, Mokou's fire manipulation would be pretty good in a fight, but Kaguya's manipulation of extreme units of time could probably be abused heavily to give her a clear advantage against Mokou.
So yeah, as much as I hate Kaguya, I'd have to admit she'd win. But it doesn't really matter, since they'll both just keep killing each other off and reviving~

I wouldn't exactly interpret her as relatively unskilled, as Perfect Memento in Strict Sense mentions her mastery of various, anonymous arts of sorcery, added to her professionalism in youkai extermination, she's labeled as being capable of standing on equal footing with youkai. Whether or not her pyrokinetic abilities are a result or possibly a type of sorcery is unexplored, and specifically stated that their nature is unknown, and thus, just fan speculation. Additionally, to those questioning, Stage positioning doesn't represent overall power, just traditional Stage positioning. Yuugi, whom Suika personally mentioned as being physically stronger than her as a fellow Four Deva, is essentially a mere Stage 3 boss. Regarding who would emerge victorious in a skirmish, apparently, by statements made by both parties, they both achieved and equal amount of slaughter in their respective duels, but their competitive mind-sets transcend just violently murdering each other repeatedly, it even involves fishing and other, less graphic, contests. |

Moko a coolest. Satori throws a Phantasm level spell card at Reimu A. >~> Still not as bad as Storm on Mount Ooe, though. I feel it's definitely the opposite. Mt. Ooe has a ton of free space for you to run around in, and can generally just be captured purely vertically, plus the bubbles only fly in straight lines as well as only from one side (on Normal). Death Butterfly is all curvy, comes from both sides, and can easily throw you a sidewinder from an unexpected angle. |
