Frame drop problems

I'm not sure if this is the right place to post this.
Windows 10 had an update today and now when I play any touhou game I will randomly drop from 60FPS to 57FPS for a split second. It doesn't make the game unplayable at all but it's rather annoying when it happens ever 20-30 seconds. Before that I never had any problems, I always ran at a solid 60FPS. I've tried playing with and without Vpatch and still nothing.
