LocaleSwitch for Chinese Fangames

I hope I am posting in the right part of the forum. Some of you people might have played Shining Shooting Star and Fantasic Danmaku Festival, which are Chinese fangames. I played SSS myself, but now, LocaleSwitch, the program I used to make SSS work, shows the following error
I never ever had this problem before. So now I am stuck. Can somebody help me?
I am using Windows 10.
