Daiteikoku Draft - Idea Dump/Placeholder thread (for now)

Rules:

1. This draft is for 4-5 persons
2. Drafting will take place with the usual 1234554321 drafting order. Each Character is Draftable Once.
3. The game will be played from the Provided save file. Fresh Start. No Fish carryover allowed. Shipping Cost 20% and Custom Admirals are the only NG+ bonuses allowed.
4. Undrafted Characters may not be used for ANYTHING. They are to stay in japan, without any ship, for all eternity. Any usage of undrafted characters is a 4-turn penalty.
5. Game will be done in Unification Route (Mikado/Scarlett). Japanization is OPTIONAL. ALL Star Systems must be conquered. The UHOS Takeover by Aeris and Aeris takeover by Gamerica is NOT allowed. The Yuan MUST be triggered.
6. Colonel Akashi is BANNED from ALL USAGE.

Custom Admirals:
1. Each player is to create Three custom admirals with the following limitations:

Starting Level: Must be Level ONE (1).

Skill:
The Following skills are banned:
-STac
-GTac
-CaP
-Clb
-Dipl
-All non-functioning skills

Bonus Type:
You have 4 points to spend on slot bonus types with the following costs:
- All Stats = 4 point
- All Attack = 2 point
- Any single stat = 1 point

Growth and Starting %:
Base growth : 2%
Base starting %: 0%
You have 120 points to spend on growth and starting % with the following costs:
+1 growth %: 20 points
+1 starting %: 1 point
Starting % Cap: 100%
-10 starting %: get 1 point refund
-Starting % Cap: -100%

2. Out of the three custom admirals a player creates, one is to be kept for their own personal use. The other two goes to the Draft Pool and must be drafted to be used. Other people may draft your custom admirals, and vice versa.


Trading:
At the end of the drafting trades will be allowed for a 72 hour period. Each player may trade up to four Characters. Trades must be mutually agreed on.

Deadline:
Deadline to finish your run is at the end of this year. 31 December 2015, 23:59 hours.

Free Characters:
The following characters are free for Everyone to Use:
- Tougou Tsuyoshi
- Ugaki Sakura
- Taira Eichi
- All generic characters

If you are uncertain whether counts as "generic" or not, check the draft list. If their name is not on it, they are considered generic.
