I thought Suika was explicitly described as ginger somewhere.
Also ZUN likes that part of the color spectrum. Green's right next to Yellow and there's a lot of green-haired girls too.

I find blonde hair really really pretty. I wouldn't be surprised if ZUN thought the same xD
Other than that, as someone who draws- Blonde is a good match with a lot of colors.
