I see why, last bosses are important, so the penultimates are lower.
For Youmu, Reisen, Sanae and Seija, they're playable and more memorable.

for penulminate boss more lower than last boss, Sakuya, Komachi, Orin, Shou, Futo, Clownpiece, Mai and Satono
Sakuya is more playable and memorable than Remilia
Eiki is more important but she was only playable in PoFV, Komachi is playable in PoFV, SWR and Hisoutensoku
Cats are cute
Byakuren should be higher than Shou but she deserve more
Miko and Futo are playable in HM, ULiL and AoCF,
Junko should be more higher than Clownpiece
Okina also should be more higher than Mai and Satono
