The bottom two bars (32 bit vs 16 bit and the one with 1/3 and 1/2 surrounded by the two japanese options) are related, I played around with them until I got it to work.
I have it on 16 bit and the bar above with the left most option, but it'll still run fast unless I open it with Vsync AND with the locale set to japanese.
