I have beaten most non-extra bosses at least once, even it is on Easy with continues.
Except Sariel.
Not even 7 lives and Easy can save me.
On the other hand I haven't tried PoDD, but people say it's usually doable, except for an insane and unfair Lunatic mode.
Do you think this is the hardest game in the series? Or do you think it's PoDD Lunatic? Or neither, instead Windows is harder? *coughsaorufocough*

It's (PoDD) particularly challenging, especially on harder difficulties and when facing Yumemi, which I declare that she obviously phases through bullets at some point. The incredible AI in that game is extreme, and my former statement explains why. Regarding HRtP, I never invested much time into the game to truly graph its difficulty, but PoDD is, at least personally, my hardest PC-98 game.

HRTP just confused me.Like how do you play this.
PODD's lack of focus makes it really hard for me but overall HRTP.

Depends on whether Continues are factored into the equation.
If Continues are allowed, then imo PoDD is harder. The AI is all kinds of BS and it's really hard even when the RNG is being nice to you. Just the fact that the difficulty depends on the RNG is also really annoying. HRtP, on the other hand, allows you to play with up to 7 lives, and retry a stage over and over again. Sariel may be difficult, but all of her attacks have clear patters that you can slowly learn how to handle, even though they are pretty tough and may take quite some time to master. Slanted lasers are still incredibly stupid though. Konngara is easier than Sariel imo, so my point still stands.
If you're talking about 1ccing though, it's a different story. HRtP makes you go through a total of TWENTY stages and there is a scarily high possibility of screwing up during non-boss stages. Even if you don't make stupid mistakes, you still need to be really skilled to actually power through all twenty stages. It also really drains your morale when you find your run being ended really late into the game over and over... and over... again. Especially since the Stage 20 boss, Sariel, is pretty tough and HRtP slanted lasers are among the most BS attacks that ZUN ever created (alongside Cheetos Lasers, Bullet Rearrangement, etc). The Hell route is even tougher than the Makai route imo. PoDD, on the other hand, doesn't really get annoying until really late, and each run shouldn't take up too much time. You don't actually need a high level of skill for most of the stages, until like Chiyuri and Yumemi. Even if your skill level isn't too high, you can still 1cc if your skill is decent enough since the RNG might eventually be nice to you... hopefully.
So yeah, with Continues, PoDD is harder. Without Continues, HRtP is harder. Based on my own personal experience, I can confidently say that my HRtP Normal Makai 1cc is my greatest Touhou achievement by a HUGE margin, far tougher all my Hard/Extra 1ccs, including a PoDD Hard 1cc, and even tougher than my PoFV Lunatic 1cc.
btw if you're having trouble beating Sariel with Continues, I should tell you that bombs can be used to damage bosses... IFF you have no lives remaining. So a simple way to cheese through the fight is to try getting as much damage on Sariel as you can without bombing, and then spamming all your bombs once you're at your last life. This is kinda what I did in my HRtP Makai 1cc.

PoDD is harder.
PoDD got an AI that's both based on initial first boss and rank for it's hardness, rank being both the pc-98 rank (Also EoSD and PCB :V) which is the 0-32 system and difficulty. (Easy to lunatic) (the bosses after the boss before always need to be harder, if you are unlucky and get a high-tier character at the start you'll have a hell most of the time. I remember Marisa being called "broken" which she indeed is, take into consideration what rank you'd get with her as the first boss.)
in HRtP most patterns are the same, in PoDD patterns really differ thanks to the weird bullet-spamage.
Also winning in HRtP is easier thanks to bombs giving a lot of score in the stage-sections which, also give a lot of lives. I haven't really practiced HRtP but with bomb-in-stage spammage I got to Sariel with 4/2 once iirc (it was fast though and a lot of resources).
I don't even know how I did PoDD lunatic starting with Marisa as the first boss, I'm pretty sure the game is the hardest then (or with Mima as the first boss, I don't quite remember). Yumemi was pretty scary at the end; I don't even know how I dodged most of her stuff which was just meant to kill me right away, the AI in PoDD is incredible. HRtP is about learning where to use bombs and learning the X (Gohei-melee) combo's. A little pattern knowledge helps too, PoDD doesn't have the hardest patterns yet it's full with evil RNG.
PoDD is by far the hardest, HRtP is actually seen as one of the easiest, if not the easiest for lunatic 1cc's. (I saw various players mentoining this.)
PoDD has shattered many players's beliefs of 1cc'ing lunatic whereas HRtP is just about some understandance.
This is how I view it, but also based on some of the stuff I read; also how it all was during gameplay.
Still funny to note I never really cared enough for HRtP to 1cc it on lunatic and did PoDD a while ago, PoDD's a lot of fun yet messes you over all the time.
